UAE Mortgage Guide: Down Payments, Fees & Approval (2026)

By Gulffigure · Updated November 2026 · 6 min read · Research-based

Buying property in the UAE means playing by Central Bank rules that are stricter — and clearer — than most newcomers expect. This guide covers the down payment you actually need, the fees buyers forget, and what banks check before saying yes.

Short answer: expats can borrow up to 80% of the property value (20% down) for a first home under AED 5M, over a maximum 25-year term. Budget 6–7% on top of the price for fees, and keep all monthly debts under 50% of your salary.

Down payment rules (LTV caps)

The Central Bank sets maximum loan-to-value ratios. These are the ceilings — individual banks can be stricter.

BuyerProperty under AED 5MProperty over AED 5M
Expat, first homeMax 80% loan (20% down)Max 70% loan (30% down)
Expat, second homeMax 60% loan (40% down)Max 60% loan (40% down)
UAE national, first homeMax 85% loan (15% down)Max 65% loan (35% down)

The down payment must come from your own funds — banks will ask for proof, and borrowing it defeats the purpose since it would inflate your debt burden ratio anyway.

The true cost: fees buyers forget

The price on the listing is never the price you pay. Add these before deciding what you can afford:

Can you get approved? The three tests

Documents you'll need

Get pre-approved before house hunting

Pre-approval is the bank's written confirmation of how much it will lend, valid for 60–90 days. It costs little or nothing, stops you wasting weekends on homes you can't finance, and makes sellers take your offers seriously. The bank still values the specific property before final approval — but your side of the paperwork is already done.

Fixed vs variable rates: which to choose?

Most UAE mortgages start with a fixed-rate period (commonly 1–5 years) and then revert to a variable rate linked to EIBOR plus the bank's margin:

From pre-approval to keys: the purchase timeline

Buying in Dubai runs on a fixed sequence. Knowing the order — and where the money leaves your account — keeps the process smooth:

  1. Get pre-approved. The bank checks your salary, existing debts, AECB credit report and the 50% debt-burden-ratio cap, then issues a pre-approval letter stating how much you can borrow. It has a limited validity — confirm the expiry date with your bank so it does not lapse mid-search.
  2. Find the property and agree the price. With pre-approval in hand, you know your real ceiling. Make offers within it; stretching beyond it is how deals collapse at step 4.
  3. Sign the MOU and pay the deposit. Buyer and seller sign the MOU (Form F), and you hand over a 10% deposit cheque, usually held by the agency. This is the point the deal becomes binding.
  4. Bank valuation. The bank values the property independently and lends on the lower of the agreed price or the valuation. If the valuation comes in low, you top up the difference in cash — so keep a buffer beyond your deposit.
  5. Final approval. With the valuation accepted, the bank issues its final offer letter with the exact loan amount, rate and terms. Read the early-settlement and fee clauses before you sign.
  6. DLD transfer day. At the Dubai Land Department or a trustee office, ownership transfers and the big cheques are written: the 4% DLD transfer fee, the 2% agent commission, and the 0.25% mortgage registration fee.
  7. Collect the keys. Title deed issued in your name, mortgage disburses to the seller, and the property is yours. Still deciding whether to buy at all? Check the rent-vs-buy maths first.

Frequently asked questions

How much can I borrow?

Two limits apply and the bank uses whichever is lower: the LTV caps (which set your minimum down payment) and the 50% debt-burden-ratio cap, which limits all your monthly debt repayments — mortgage included — to half your gross income. Test your borrowing power with your salary and existing debts.

How much down payment do expats need under AED 5M?

20% for a first home under AED 5M (up to 80% LTV). Above AED 5M the maximum LTV drops to 70% (30% down), and for a second home it is 60% LTV (40% down). These are Central Bank rules — individual banks can be stricter but not looser.

What is the maximum mortgage term?

25 years. A longer term lowers the monthly payment but increases total interest paid — and combined with the borrower's age limit, it also caps how late in life you can start a mortgage.

Can I get a mortgage for off-plan property?

Many banks lend on off-plan, but usually only for approved developer projects — confirm with your bank before committing to a payment plan. Disbursement typically follows construction milestones rather than landing as one lump sum.

Is there an early settlement fee?

Yes — banks typically charge a fee if you settle the mortgage early or refinance with another lender. The exact amount is set by your bank and stated in your offer letter, so ask for it in writing before you sign rather than discovering it when you sell.

Fixed or variable rate — which should I choose?

A fixed rate gives you a predictable payment for the fixed period; a variable rate (usually linked to EIBOR) can fall with the market — or rise. Long-term holders who value certainty tend to pick fixed; borrowers who expect rates to fall, or who plan to sell or refinance soon, often pick variable.
